What does the obligation concretely entail?
- All employers, regardless of sector or size, must have a system in place to register daily working hours starting January 1, 2027.
- The system must be objective and reliable: registrations must not be manually adjusted afterwards and must be verifiable during an inspection.
- Paper attendance lists or separate Excel files will no longer suffice, as they are easily altered and do not provide automatic, objective documentation.
- It does not necessarily involve a classic time clock. The focus is on the result - correct and verifiable registration - not on one mandatory means.
- Software, apps, and digital tools are therefore equally eligible. Even with flexible schedules and flexible working hours a comprehensive registration system will be necessary. The government makes no exceptions based on the way of working.
